The concept was created by Dark Horse Comics publisher Mike Richardson with writer Mark Verheiden and artist Ron Randall in a brief anthology story. Richardson and Verheiden readapted the premise for the screenplay of this Jean-Claude Von Damme vehicle. Often seen as a response to Arnold's success with The Terminator, it surprised many by becoming his most profitable and lauded film.
